Labor Compliance Administrator

Job Description:
The Labor Compliance Administrator is responsible for administering and monitoring labor compliance requirements for 桃色视频' public works and other applicable construction projects. This position supports compliance with prevailing wage, certified payroll, apprenticeship, Skilled & Trained Workforce, and other contractual and regulatory labor requirements.
The Labor Compliance Administrator works closely with Rodan's project teams, Accounting, subcontractors, government agencies, labor compliance consultants, and other compliance entities to ensure required documentation is accurate, complete, submitted on time, and maintained throughout the life of each project.
Essential Duties & Responsibilities:

Set up and maintain labor compliance requirements for assigned projects, identifying project-specific prevailing wage, apprenticeship, Skilled & Trained Workforce, certified payroll, and other contractual reporting requirements.

Process and submit Rodan's weekly certified payroll reports through applicable systems, including eBacon, Elations, LCPtracker, and other agency or client-required platforms.

Maintain a comprehensive tracking system for each project, including certified payroll status, most recent reporting week, required forms, outstanding documentation, subcontractor compliance, and other project-specific requirements.

Review certified payroll and supporting documentation for completeness, accuracy, proper wage classifications, prevailing wage rates, fringe benefits, and other applicable requirements.

Monitor subcontractor certified payroll and labor compliance submissions and follow up on missing, incomplete, late, or potentially non-compliant documentation.

Work directly with subcontractors and project teams to resolve labor compliance discrepancies and outstanding items in a timely manner.

Prepare, process, submit, and maintain required labor compliance documentation, including fringe benefit statements, DAS 140 and DAS 142 forms, apprenticeship documentation, statements of compliance, and other required forms.

Manage and track Rodan's Skilled & Trained Workforce participation and prepare monthly Skilled & Trained Workforce reports for projects with applicable requirements.

Serve as a primary point of contact for labor compliance matters between Rodan, project teams, subcontractors, government agencies, school districts, labor compliance consultants, and other compliance entities.

Respond to labor compliance inquiries, notices, audits, and requests for documentation, coordinating internally as needed to provide complete and timely responses.

Proactively communicate upcoming deadlines, missing documentation, potential compliance issues, and other concerns to the appropriate project team and management.

Maintain organized and complete labor compliance records throughout the project and ensure required documentation is complete for project closeout.

Stay current on applicable prevailing wage, apprenticeship, Skilled & Trained Workforce, and public works labor compliance requirements that affect Rodan projects.

Assist with other Accounting, project compliance, and administrative responsibilities as needed.
Qualifications:

Prior experience with labor compliance, certified payroll, prevailing wage, or public works construction strongly preferred.

Experience with certified payroll and labor compliance systems such as LCPtracker, Elations, and eBacon preferred.

Working knowledge of California prevailing wage, apprenticeship, certified payroll, and public works labor compliance requirements preferred.

Strong organizational skills with the ability to manage compliance requirements and deadlines across multiple active construction projects.

Strong attention to detail and ability to identify missing, inconsistent, or potentially non-compliant information.

Ability to communicate professionally and effectively with project teams, subcontractors, agencies, and outside compliance representatives.

Strong follow-through and ability to independently track outstanding items through resolution.

Ability to handle confidential employee, payroll, and company information appropriately.

Proficiency with Microsoft Office, including Excel, Outlook, and Teams.

Proactive rather than reactive approach; able to anticipate accounting needs, identify potential issues, and take ownership of projects before they become urgent.
